THE Bureau of Internal Revenue (BIR) launched the Ethical Standards and Anti-Corruption Course for Revenue Officers (ESACOR) at its National Office, taking a firm step toward strengthening integrity and professionalism across its ranks.
Developed under the BIR’s Integrity Management Program (IMP) and the DARES reform agenda, ESACOR is a competency-based program designed to equip personnel with practical tools to resolve ethical dilemmas, prevent corrupt practices, avoid conflicts of interest, and foster a harassment-free workplace.
The three-module curriculum also reintroduces the agency’s Revised Code of Conduct.
The launch was led by BIR Commissioner Charlito Martin R. Mendoza alongside key executive officials, regional directors, and revenue district officers. Pasig City Mayor Victor Ma. Regis “Vico” Sotto served as the keynote speaker, delivering an inspiring address on ethical leadership and good governance.
In his opening remarks, Legal Group Deputy Commissioner Larry M. Barcelo reminded personnel that public office is a public trust, calling integrity the bedrock of lasting reform.
Assistant Commissioner Atty. Daniel T. De Jesus of the Internal Affairs Service subsequently detailed the core features of the course.
Highlighting the human element of institutional reform, Commissioner Mendoza emphasized that true empowerment relies on employees who uphold public trust.
Mendoza urged revenue personnel to shape a culture of excellence and dignity within the bureau, stressing that meaningful change goes beyond simple training and promotions.
Supporting this vision, Mayor Sotto emphasized collective action in shifting institutional culture, comparing governance reform to building momentum to push a giant wheel.
Sotto later led BIR officials and staff in a Pledge of Commitment to uphold accountability and ethical conduct.
In her closing message, Resource Management Group Deputy Commissioner Teresita M. Angeles expressed optimism that ESACOR would help reshape public perception of the tax agency.
Angeles urged employees to apply these principles daily rather than leaving them in the classroom.
The BIR plans a progressive, nationwide rollout of the ESACOR curriculum across all regions, prioritizing leadership and newly hired personnel to build a professional, citizen-centered revenue service.
