HINILING kahapon ni Quezon City Rep. Patrick Michael Vargas sa Senado na ipasa nito ang
kanilang bersyon ng panukalang Mental Health Service Act para sa state colleges and
universities (SUCs), habang ipinagdiriwang ng buong mundo ang Mental Health Day.


Naaprubahan kamakailan ng Kongreso ang House bill No. 6416, na kung saan si Vargas ang
principal na awtor. Naglalayon ito na magkaloob ng kinakailangang suporta sa mental health ng
mga estudyante, sa harap nang tumataas na bilang ng suicide sa bansa.


Ayon sa BraboNews research, noong 2019, mayroong 2.2 na suicide sa bawat 100,000
populasyon ng bansa. Sa buong mundo, mahigit sa 700,000 ang nagpapakamatay taon-taon, at
malaking bilang dito ay dahil sa depresyon at sakit sa pag-iisip.

“I ask the Senate to pass its own version of the bill…We must be part of a society which aims
to reduce the entrenched stigma and discrimination on people with mental health problems,”
dagdag ni Vargas.

Ayon sa datos ng Department of Health (DoH) tinatayang mayroong mahigit tatlong milyong
Pilipino ang nahaharap sa problema sa pag-iisip, kasama na ang depresyon, manic depressive
psychosis o bipolar disorder, at labis na kabalisahan.


Samantala, ayon sa Department of Education (DepEd), may naiulat na 404 insidente ng suicide
ng mga estudyante, at may nakagugulat na 2,147 pagtatangkang mag-suicide sa school year
2021-2022 pa lamang.


Ang HB No. 6416 ay naglalayung magkaloob ng suporta at support groups para sa mga
estudyante kagaya ng College Campus Task Force (CCTF) para mapag-usapan at makapagbigay
ng payo tungkol sa mga alalahanin ng mga estudyante sa mental at behavioral health sa loob ng
kampus.


Kapag naipatupad na ang CCTF at iba pang programang pang-mental health, titiyakin ng CHEd
at iba pang ahensya ng gobyerno na maiparating ito sa lahat pamantasan at kolehiyo sa bansa,
pampubliko man o pribado.
