SAN JUAN City Mayor Francis Zamora recently attended the Liga ng mga Barangay National Congress at the World Trade Center, speaking in his capacity as both the National President of the League of Cities of the Philippines and the Metro Manila Council President.
He joined more than 5,000 barangay chairpersons from across the country to discuss critical policies, collaborative programs, and best practices aimed at strengthening grassroots governance and public service delivery.
A highlight of the event was the formal turnover of the ₱200,000 Socio-Civic Projects Fund (SCPF) to all 21 barangays of San Juan City for immediate community implementation.
Mayor Zamora extended his gratitude to Liga ng mga Barangay National President Jessica Gallegos Dy and the entire organization for inviting him to the landmark gathering.

Under the “Bawat Barangay Makikinabang” program, the ₱200,000 SCPF allocation is strategically divided into two equal components:
- ₱100,000 for Education: Allocated to support local scholars. For instance, previous iterations of this fund under the Bagong Pilipinas Presidential Scholars Program have supported 105 college students across San Juan’s 21 barangays (five scholars per barangay), providing each recipient with ₱20,000 to assist with educational needs.
- ₱100,000 for Community Projects: Designated for barangays to purchase useful equipment, fund local improvements, and bolster peace, order, and community development.
With the Department of the Interior and Local Government (DILG) clarifying guidelines to ensure transparent and effective utilization, the SCPF continues to serve as a vital fiscal tool empowering local leaders to drive sustainable progress directly from the barangay level.
