Bawas-buwis sa mga magulang ng special child

Isang malaking hamon, lalo na para sa mga magulang ang pag-aalaga sa isang special child.

Dahil dito, inihain ni Muntinlupa City Rep. Jaime R. Fresnedi ang House Bill No. (HB) No. 9690 na naglalayung bawasan ang buwis ng mga magulang na mayroong espesyal na pangangailangan o ‘yung special child.


Ayon kay Fresnedi, nilalayon ng panukalang batas na “[To] alleviate the financial strain that
many families with special needs children face daily and to encourage them to continue
providing the necessary care and support to these children, thus promoting their overall well- being and development.”


Sa ilalim ng HB No. 9690, sa isang solong magulang o sa mag-asawa, kung sino ang may mas malaking kinikita, ay mababawasan ng one percent sa kanyang income tax, matapos mag-submit ng gastusin sa kanyang anak na may espesyal na pangangailangan.

Ang mga gastusin na pwedeng ibawas sa income tax ay ang mga sumusunod: Tuition, therapy, diagnostic evaluations, tutoring, transportation to school o medical facility, at specialized instructional materials.


Sinabi ni Fresnedi na ayon sa UNICEF noong 2022, umaabot sa 50 percent na mas malaki ang gastusin ng isang pamilya na may special child. Mayroon daw halos 1.6 milyong mga bata ang may disabilities sa bansa.


Sa ilalim ng panukala, ang Health, Education, and Social Welfare departments ay uutusang
lumikha ng financial assistance package para sa mga batang may espesyal na pangangailangan.

Sa ilalim ng United Nations Convention on the Rights of the Child, ang isang bata ay taong wala pang 18 taong gulang.
