Hiniling ng isang party-list na mambabatas nitong Huwebes sa Department of Justice (DoJ) na gawing prayoridad ang mga matatanda, maysakit, at PWDs sa pagbibigay nang rekomendasyon ng executive clemency o pagpapalaya sa persons deprived of liberty (PDL).
Ito ay sinabi ni Bicol Saro Party-list Rep. Brian Raymund Yamsuan bilang tugon sa pagpapaluwag sa mga bilangguan na proyekto ng DoJ.
Sinabi niya na pinalaya na ng Bureau of Corrections (BuCor) ang mahigit sa 11,000 mga bilanggo sa simula pa lamang ng termino ni Pangulong Marcos.
Sinabi ni Yamsuan na ang kanyang hiling ay ayon sa isang resolusyon na na-issue ng Board of Pardons and Parole (BPP) na nagsasabing, “PDLs who are 70 years old and, even if they are considered high-risk, if they have already served 10 years of their sentence, shall now be considered for executive clemency, especially if they are suffering from old age, being sickly, or terminal or life-threatening illnesses or other serious disability.”
Sinabi ng BPP na ang executive clemency ay nangangahulugang “reprieve, absolute pardon, conditional pardon with or without parole conditions and commutation of sentence as may be granted by the President of the Philippines.”
