DAPAT na raw maisabatas ang Free College Entrance Examinations Act.


Ito ang binanggit ni Senador Jinggoy Estrada bilang pagsuporta sa naturang panukalang batas na
mag-aatas sa mga pribadong unibersidad at kolehiyo na gawing libre ang entrance examination
para sa mahihirap, pero para lang sa top 10 percent nang graduating high school students.


Ayon kay Estrada, patuloy na dumarami ang nagtatapos sa secondary education sa bansa, base
sa 2020 census ng Philippine Statistics Authority (PSA).


Noong 2000, 13.5 percent lamang sa mga kabataan ang nakatapos ng high school sa bansa,
naging 19 percent noong 2010, at 21 percent noong 2020.

“Ang pagdami ng bilang ng mga high school graduates ay marapat lamang na suportahan ng
ating pamahalaan sa pamamagitan ng pagsisiguro ng patuloy na pag-aaral nila sa kolehiyo. Isang
paraan upang makamit ito ay ang pagsasabatas ng Free College Entrance Examinations Act,”
saad ng senador, patungkol sa Senate Bill No. 2441 na kanyang isinusulong.

Kapag naisabatas, malaking pakinabang sa mga mag-aaral ang SB No. 2441. Habang
pinapalawak nito ang kanilang opsyon sa papasukang institusyon, maaari itong makaambag sa
pagtaas ng reputasyon at performance ng mga pribadong pamantasan at kolehiyo, sa
pagkakaroon ng high-achieving students.


Sa ilalim ng mga probisyon ng panukalang batas, kwalipikado ang mga mag-aaral na mula sa
pinakamahirap na pamilya o nasa ilalim ng poverty line ayon sa itinakda ng National Economic
and Development Authority (NEDA) at ng Department of Social Welfare and Development
(DSWD) at dapat din na kabilang sila sa top 10 percent ng graduating class.
