P2.169-B Comelec cash advance, hindi pa rin liquidated – COA

KINUWESTIYON NG Commission on Audit (CoA) ang “unliquidated cash advances” ng Commission on Elections (Comelec) noong 2022.


Ayon sa CoA report, na naipost sa website ng Komisyon noong Hulyo 6, umabot sa P2.169 bilyong
cash advances ang hindi pa rin naili-liquidate ng Comelec, kahit na ang proyektong ginastusan nito ay natapos na.


Ayon sa CoA Circular, bawat cash advance ay dapat ma-liquidate sa loob lang ng 5-60 araw,
depende sa kung saan ginamit ang pondo.


Idiniin ng CoA na ito ay taliwas sa Section 89 ng P.D. 1445, o ang Government Auditing Code of the Philippines, na nagsasabing: 1) Ang anumang cash advance ay dapat mai-report at ma-liquidate kapag natapos na ang proyektong ginastusan ng pondo, at 2) Walang karagdagagang cash advance ang pwedeng i-release sa kahit sinong kawani o opisyal ng gobyerno, hanggat hindi pa nali-liquidate ang nakaraang cash advance.
