Sandiganbayan Second Division na tinanggihan nila ang “motions to quash and motions
to dismiss” ng limang defendants.

kapwa akusadong sina dating Health USec. Gerardo Bayugo, USec. Kenneth Hartigan-
Go, OIC director Joyce Ducusin, at Julius Lecciones, dating executive director ng
Philippine Children’s Medical Center (PCMC).

“The Court rules that the investigations were not attended by vexatious, capricious, and
oppressive delays. Rather, the length of time spent in the investigation indicates that a
careful examination and review of the evidence and documents were thoroughly
undertaken before the cases were filed in court,” paglilinaw ng korte.
