Reading proficiency ng bansa, itaas – Gatchalian

DAPAT na iangat ang reading proficiency o kakayahan ng mga mag-aaral sa pagbabasa.


Ito ang isinusulong ni Senador Win Gatchalian, dahil sa darating na Enero 12 ay
ilulunsad sa lahat ng mga pampublikong paaralan ang isang programa sa pagbabasa.


Idiniin ni Gatchalian ang kahalagahan ng pagbabasa kasunod nang napakababang
resulta ng Pilipinas sa 2022 Programme for International Student Assessment (PISA).

Samantala, sinabi ng Department of Education (DepEd) na 76 percent ng mga 15-
taong gulang ang hindi umabot sa minimum proficiency pagdating sa Reading o
Pagbasa.


“Sa pag-angat natin sa kalidad ng edukasyon sa bansa, kailangang tutukan at bigyang-
prayoridad ang mga programang hahasa sa kakayahan ng ating mga mag-aaral
pagdating sa pagbabasa,” ani Gatchalian, Chair, Senate Committee on Basic Education.

Isinusulong din ni Gatchalian ang Senate Bill (SB) No. 475 o ang “National Reading
Month Act” at SB No. 473 o ang “National Literacy Council Act”.


Layon ng SB No. 475 na gawing institutionalized ang pagdiriwang ng “National Reading
Month” tuwing Nobyembre upang agresibong maisulong ang kultura nang pagbabasa.
Layunin ng “National Literacy Council Act” na gawing de facto (in practice o reality)
ang local school board councils.
