CHR, zero badyet sa 2024; isa-legal ang Aborsyon, nais nito?

PANSAMANTALANG itinigil ang deliberasyon ng Senado sa P934-milyon na
panukalang badyet ng Commission on Human Rights, matapos na si Atty.
Jacqueline de Guia, executive director nito ay sumuporta noon na gawing legal
ang aborsyon.


Sa isang interview nitong Miyerkules, sinabi ni Senador Jinggoy Estrada,
sponsor at tagapagtanggol ng CHR budget, na hinihintay pa niya na
magpalabas nang mariing pagkondena laban sa aborsyon si De Guia.


Sa pagdinig ng senado nitong Martes, sinabi ni Estrada na ititigil muna ang
deliberasyon sa pondo ng CHR, matapos na ibangon ni Senador Alan Peter
Cayetano ang isyu ng aborsyon.


“May I know if this is true and what is the context of this? Is this an official CHR
recommendation? Is it the recommendation of the Executive Director or is it a
misquote?” tanong ni Cayetano kay Estrada.


Bilang tugon, sinabi ni Estrada na kinumpirma ito ni De Guia sa isang pahayag
noon pa sa ilalim ng Aquino administration.


“Personally, I am against abortion. I am a devout Catholic and it is against the
teachings of the church. It is penalized under existing laws and if ever the CHR is
in favor of it, I will be the first one to oppose or go against them,” ayon kay
Jinggoy.

Nang tanungin kung may posibilidad na magkaroon ng zero budget ang CHR
dahil sa kawalan ng deliberasyon, sinabi ni Estrada, “That’s possible, why not? If
they will not give me or the Senate a clear stand on abortion or against abortion,
then I’ll have to talk to my colleagues to give them a zero budget.”


Kinumpirma ni Estrada na karamihan sa mga senador ay pareho sa kanya ang
paninindigan na kumukondena sa legalisasyon ng aborsyon.


Sinabi ni Estrada na dapat mag-resign si De Guia kung mananatili ang kanyang
suporta na dapat gawing legal ng aborsyon. Sinabi ito ni De Guia ng siya pa
ang spokesperson ng CHR, kaya hindi siya dapat na gumawa ng sarili niyang
opinyon.


Idiniin ni Estrada na habang siya ay konektado pa sa CHR, walang karapatan si
De Guia na sabihing dapat gawing legal ang aborsyon, dahil alam niya [bilang
isang abogada] na ilegal ito sa ating bansa.
