SINABI ni Rafael Alunan III, dating DILG secretary na kapag nagkaroon ng conflict sa West
Philippine Sea, pwedeng isara ng China ang ating national grid at telecommunications systems.


Dahil dito, napakalaking perhuwisyo nito dahil magkakaroon ng blackout at mawawalan ng
signal ang lahat ng internet at mobile phone operators sa buong bansa.


“They can shut down telecommunications also…There’s this technology that can shut down
communications equipment. It’s a remote technology,” dagdag ni Alunan, sa isang interview sa
digital show na Straight Talk.


Nagbabala si Alunan sa harap nang lumalalang tensyon sa pagitan ng Pilipinas at China, dahil
sa pinag-aagawang teritoryo sa West Philippine Sea.


Nang nakaraang linggo, inakusahan ng Armed Forces of the Philippines ang Chinese navy na
gumagawa nang mapanganib na maniobra na naglagay sa panganib sa tropa ng bansa.


Idiniin ni Alunan said cyber warfare ay totoong banta at makasisira sa iba’t-ibang systems at
makakukuha ng impormasyon o data. Kasali rito ang physical infrastructure, ang militar,
gobyerno, at pampublikong institusyon. Napakalaking perhuwisyo ang cyber warfare sa isang
bansa.

Inireport kamakailan ng cybersecurity and Infrastructure Security Agency ng U.S. na ang China
ang pinakamalawak, pinaka-aktibo, at pinaka-walang humpay na banta sa seguridad nito, pati na
sa pribadong sektor.


Ayon pa kay Alunan, alam na ting gobyerno ang banta ng cyber attack, pero kulang pa ang
pagsisikap nito para makagawa ng paraan para maalis ang banta o maibaba ito.


“We really need to focus our attention on civil defense, as so far, we have just been addressing
natural disasters. But there’s a war coming. Preparing for your survival is essential to civil
defense, namely, updating medical stockpiles, food, water, and medicines,” pagtatapos ng dating
