Graft case vs. Arroyo, walang basehan – Topacio

SINABI ni Atty. Ferdinand Topacio, abogado ni Pampanga D2 Rep. Gloria Macapagal-Arroyo
na itinuturing niyang walang basehan ang kasong graft at malversation case laban sa kanyang
kliyente.


Noong nakaraang linggo, inakusahan si Arroyo sa Ombudsman ng “abuse of discretion” dahil
sa paggastos ng P38.07 bilyong pondo ng Malampaya sa panahon ng kanyang pagka-Pangulo.


Idiniin ni Topacio na, hindi pa nila natatanggap ang kopya ng reklamo at nalaman na lamang
nila ito sa balita. Nakatitiyak daw sila na ang mga akusasyon ay mapapabulaanan. Ginastos naman daw sa mga proyektong pambayan ang pondo, ayon sa balita, dagdag pa ng
abogado.


“In accordance with settled legal principles, Pres. Arroyo has done no wrongdoing during her
term, and we are confident that these charges will be proven false, in the same manner, that
other accusations made before them have been shown to be baseless,” ani Topacio.

Binanggit ni Topacio ang 34-pahinang reklamo ng National Association of Electricity
Consumers for Reforms president Petronilo “Pete” Ilagan at Boses ng Konsyumer Alliance Inc.
president Rogelio Reyes. Inirereklamo ng dalawa si Arroyo ng tig-96 na bilang ng graft at
malversation.


Naging Pangulo ng bansa si Arroyo magmula 2001-2010.


Inakusahan nina Ilagan at Reyes si Arroyo nang panlalamang dahil sa kanyang posisyon, at
pumayag na gastusin ang P38.07 bilyon ng Malampaya funds, sa mga proyektong walang
kaugnayan sa enerhiya, taliwas sa isinasaad sa Presidential Decree 910.


Noong 2016, napawalang-sala si Arroyo sa mga katulad na kaso sa Office of the Ombudsman
sa ilalim ni Conchita Carpio-Morales.
