Ito marahil ang magiging reaksyon ng maraming Pilipino kapag tuluyang nang isabatas
ang ilang bagong buwis sa taong ito.

Ito ay sa harap ng anunsyo ng National Economic and Development Authority (NEDA)
na kailangang ang mga bagong buwis para mapanatili ang mga planong pang-
kaunlaran ng bansa.

Ang rekomendasyon ay ginawa nitong Enero 31, matapos mai-release ang “Philippine
Development Report 2023”, na naglabas ng mga estratihiya para matugunan ang
pangkaunlarang mga plano ng pamahalaan.

Ayon sa report, “The fiscal targets for 2023 are likely to be met. However, sustaining
this achievement until 2028 would be challenging without the prompt enactment of
new tax measures.”

Inaasahan ng Marcos administration na maibaba sa 60 percent ang debt-to-gross
domestic product (GDP) sa ratio sa 2025, at maibaba ang deficit-to-GDP ratio sa three
percent sa 2028.

“The proposed tax measures, which include excise taxes on sweetened beverages, VAT
on digital service providers, and a new fiscal regime for mining, are expected to
generate over P900 billion in additional revenue from 2024 to 2028,” ayon pa sa
report.

Ang rekomendasyon ng NEDA ay taliwas sa nais ng Department of Finance’s (DoF) na
walang consumption-based taxes ang ipapataw sa taong ito.

Ayon sa isang analyst, dapat daw na pagbutihin ang koleksyon ng buwis, lalo na sa
mga abogado, doktor, at social media influencers para matugunan ang kakulangan sa
pondo para sa mga proyekto ng gobyerno.
