THE Land Transportation Office (LTO), under the leadership of Assistant Secretary Markus V. Lacanilao, has issued a Show Cause Order (SCO) and ordered the dismissal and filing of appropriate charges against an agency-assigned driver after a video showing the driver committing traffic violations while operating an LTO vehicle in Santiago City, Isabela, went viral on social media.
Based on an initial review of the video, the LTO vehicle was seen traveling in the wrong direction, resulting in counterflow and traffic obstruction outside XentroMall in Santiago City on August 12, 2026.
Asec. Lacanilao immediately ordered an investigation to determine the identity of the driver assigned to the government vehicle.
After the driver was identified, the LTO issued an SCO and directed the driver to appear before the Intelligence and Investigation Division (IID) and submit an explanation, along with the required documents, regarding the alleged violations involving obstruction of traffic and disregarding traffic rules.
The LTO is also investigating whether there are sufficient grounds to hold the driver liable for being an improper person to operate a motor vehicle, as well as for other possible violations that may be established during the investigation.
As part of the ongoing proceedings, the driver’s license was placed under a 90-day preventive suspension.
The driver was also ordered to surrender the license to the IID so it could be placed under alarm status while the case is being investigated.
“I am ordering the dismissal of the said driver, and the filing of the appropriate case against him is now being prepared. No one is above the law, including our own personnel,” Lacanilao said.
The LTO said it remains committed to enforcing traffic laws fairly and consistently and will not tolerate violations, particularly those committed by its own personnel.
