Ito’y upang bigyang-daan ang ika-125 anibersaryo ng inagurasyon ng First Philippine Republic sa Barasoain Church sa Malolos.

Walang pasok sa mga tanggapan ng pamahalaang panlalawigan, gayundin sa mga pampublikong paraalan sa lahat ng antas sa naturang petsa.

Nakapaloob sa Proclamation no. 428, ang naturang deklarasyon na nilagdaan ni Executive Secretary Lucas Bersamin.
