Infra projects na ipinahinto ng COA, lalong tumagal dahil sa pandemic at election ban

IPINALIWANAG ng Metropolitan Manila Development Authority ang dahilan nang pagka-
antala ng ilang flood control projects na ipinahinto ng Commission on Audit (COA).


Ayon kay MMDA Acting Chair Don Artes, ang 33 proyekto sa ilalim ng Metro Manila Flood
Management Project (MMFMP) Phase 1 ay hindi tuluyang naipatupad noong Disyembre 2022.

Ang mga proyekto na pinondohan ng World Bank (WB) at Asian Infrastructure
Investment Bank (AIIB), ay kakaiba ang procurement process, kaya mas matagal kaysa
karaniwang mga proyekto sa ilalim ng R.A. 9184.

“Ang mga proyekto ay dumaan sa mabagal na proseso at pakikipag-talakayan sa World
Bank bago ito naaprubahan at naipatupad,” saad ni Artes.

Idinugtong pa ni Artes na masusing nire-review ng WB ang proseso ng bidding na
isinagawa ng MMDA. Minsan, iminungkahi nila na ituloy ang proyekto na ni-reject na ng
aming team, na nagreresulta sa dagdag na gastos at delay.

Inilahad ni Artes na ang mga kinukwestiyon na proyekto ay magmula 2018-2022, na
naantala dahil sa 2019 election ban at (2020-2022) pandemic.


Sa 47 proyekto na binanggit sa COA report, 27 ang nakumpleto ayon sa iskedyul, 12 na
ginagawa pa ay inaasahang matatapos sa taong ito, 3 ang nasa procurement process, at
5 ang inabandona dahil hindi na ito kailangan.
