Villar, Bonoan, isinangkot sa iregularidad sa Pangil Bay Bridge project

INIREKLAMO kamakailan ng katiwalian at pandarambong sina Public Works Secretary
Manuel Bonoan, pati na ang kanyang pinalitan na si dating kalihim at ngayo’y
senador Mark Villar.

Ilan sa mga alegasyon ay ang paggamit ng “forged documents” o pinekeng
dokumento sa konstruksyon ng Pangil Bay Bridge sa Northern Mindanao.

Ang isa pang kasong nai-file ay ang mismong nangyaring iregularidad sa konstruksyon ng nasabing 3.17 kilometrong tulay na nagdurugtong sa Tangub City, Misamis Occidental at Tubod, Lanao del Norte.

Ang reklamo ay inihain sa Office of the Ombudsman ni Dr. John J. Chiong, nagtatag ng
Task Force Kasanag, isang NGO na kumikilos para labanan ang krimen, ilegal na droga,
at korapsyon.

Sa panayan ng BRABO News, sinabi ni Chiong na ang halaga ng proyekto ay lomobo mula sa ₱4.9 bilyon, na naging ₱7.3 bilyon—o may dagdag na ₱2.4 bilyon magmula nang nai-
award ang proyekto noong Nobyembre 2019.

Naging respondents din sa kaso sina USec. Emil Kiram Sadain at mahigit 20 opisyal pa at kawani ng Department of Public Works and Highways (DPWH).

Kasama rin bilang respondents ang Namkwang Engineering & Construction Corp.,
isang kompanyang Korean, pati na ang tatlong joint venture partners nito.

Nang matapos ang bidding, lumabas na ang NKG JV ay nag-bid ng US$150 million
samantalang ang GS Engineering US$140 million.

Ang mga bid ay lumampas sa badyet nito na US$100.132 million—na inutang ng
Department of Finance sa Export-Import Bank of Korea—kaya ito ay ideneklara ni
USec. Roberto Bernardo na isang “failure of the bid.”

Ayon pa sa reklamo, “however, in a sudden twist of affairs, respondent Sec. Mark
Villar issued Special Order No. 147, S. 2019, dated 22 October 2019, that created a
negotiating team for the project that reversed the failure of bid declaration. In this
negotiating committee, respondent Undersecretary Sadain was appointed team
leader.”

Matapos daw ang rekomendasyon ng negotiating team at kahit na walang babala sa
lowest bidder—ang GS Engineering—pinayagang baguhin ng NKG JV ang kanilang bid
na naging US$125,519.000.

Gumamit diumano ang Korean contractor ng mga pinekeng dokumento na isinumite
nila sa DPWH. Nilagdaan daw ng noo’y Secretary Villar ang mga dokumentong ito.
