TILA hinohostage ng ilang paaralan ang kaawa-awang estudyante dahil sa polisiya na “No
permit, no exam”.


Hindi na mangyayari ito kapag tuluyang nang naisabatas ang “No Permit, No Exam Prohibition Act”.


Ito ay dahil niratipikahan na ng Senado ang panukalang ito na nauna nang inaprubahan ng
Bicameral Conference committee.


Todo-suporta raw sa panukalang batas ang Coordinating Council of Private Educational
Association (Cocopea), ayon kay Senador Chiz Escudero, chair, Higher, Technical and
Vocational Education.


Kabilang sa pinag-isang probisyon sa bicameral conference committee ang Senate Bill No. 1359 at House Bills No. 6483 at No. 7584 na bawat isa’y naglalayong magbawal ng “No permit, no exam” policy.


Tila bangungot daw sa mga mapang-abusong paaralan sakaling naisabatas ito dahil bukod sa “No permit, no exam” policy, ipagbabawal din ang pagkuha ng educational assessment ng mga estudyante dahil hindi pa sila bayad ng matrikula sa ibang private o public schools.

Ayon pa rin sa panukala, hindi dapat pwersahin ang mga estudyante, kanilang magulang, o legal guardian na bayaran ang kanilang outstanding financial obligation, maging bahagi man o kabuuang halaga.

Papayagan ding magkaroon nang intervention ang pamahalaan sakaling hindi magbigay ng
diploma o certificate, tumutol na tanggapin o makapag-enrol ang estudyante sa susunod na taon o semester, o pagtanggi sa pag-isyu ng clearance, at maghain ng demanda.


Wala pang reaksyon ang asosasyon ng Catholic Colleges and Universities of the Philippines.
