P50-m Confi funds ng DA, inusisa ni Tulfo Panganiban, dapat balik-high school

INUSISA ni Senador Raffy Tulfo ang P50 milyong alokasyon para sa confidential fund ng
Department of Agriculture (DA) kamakailan sa isang pagdinig sa Senado.


Ayon kay DA USec Domingo Panganiban, gagamitin daw ang halaga para sa kampanya ng
ahensya laban sa agricultural smuggling.


“Bakit kailangan n’yo pa po ng confidential funds kung smuggling pinag-uusapan? Andiyan
naman po ang Bureau of Customs na mayroon ding confidential funds?” tanong ni Tulfo sa
hearing ng 2024 DA budget.


“We have P50-M for the DA solely for enforcement and (anti) smuggling. I don’t know, (if)
that (amount) was given (or allotted) to us, Mr. Senator,” ani Panganiban.

Samantala, kapansinpansin, ayon sa ilang observers na nanonood ng budget hearing, na vague
at nakalilito raw ang sagot ni Panganiban.

Dapat daw itong bumalik sa high school dahil style- Barok ang kanyang English, na nakahihiya at hindi nararapat sa isang opisyal ng gobyerno.


Idiniin naman ni Senador Cynthia Villar, chair, Senate committee on agriculture, na hindi na
kailangan ng DA ng confidential fund dahil hindi naman ito ang nagpapatupad ng kampanya
laban sa mga smuggler at cartel kundi ang Bureau of Customs at iba pang ahensya.

Ayon sa paliwanag ni ASec James Layug, ng Inspectorate and Enforcement, gagamitin daw
sana nila ang P50 confidential fund para sa surveillance operation.


Pero iminungkahi ni Tulfo kay Layug na ibalik na lang ang P50 milyong confidential fund.
Ito’y dahil ang BOC at Philippine National Police ang pangunahing mga ahensya na dapat
magsagawa ng surveillance.


“So isauli n’yo na lang yung confi funds hindi n’yo kailanganyun… Idagdag n’yo na lang sa
Coast Guard, siguro sa mga taga-military natin di ba? O dili kaya ire-allocate nyo na lang sa
hybrid program para tumaas (ang) rice (production),” sabi ni Tulfo.
Pumayag si Layug sa rekomendasyon.
