BUREAU of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza outlined the agency’s transition toward a more fair, simple, predictable, and partnership-driven tax administration during the European Chamber of Commerce of the Philippines (ECCP) Tax Forum on August 13.
Speaking to business leaders and tax professionals under the forum’s theme, “From Preparation to Protection: Navigating Tax Compliance in a Changing Landscape,” Mendoza introduced four core commitments—Predictability, Simplicity, Fairness, and Partnership—underpinned by the “BIR DARES” reform agenda.
Addressing key concerns regarding regulatory clarity, Mendoza noted that unpredictable rules create greater operational hurdles for companies than strict regulations.
“Businesses can operate under demanding rules. What is much harder is operating under uncertain rules, inconsistent interpretations, or unpredictable processes,” Mendoza declared.
To address these challenges, the BIR is implementing reforms aimed at simplifying compliance, standardizing audits, and focusing enforcement on genuine compliance risks.
Mendoza highlighted digitalization as a critical driver for these improvements, noting that digital tools will streamline taxpayer transactions, reduce processing times, minimize official discretion, and increase transparency.
The Commissioner also emphasized the necessity of collaboration with the private sector to ensure tax policies reflect operational realities.
“The private sector sees things that government sometimes does not,” Mendoza remarked. “You experience our regulations in actual business operations. You know where processes work. You know where they create bottlenecks. You know where requirements overlap.”
Mendoza linked these administrative reforms to the Philippines’ broader investment landscape, emphasizing that tax certainty and regulatory consistency are vital to attracting and retaining business investments.
The BIR chief pledged that the bureau would maintain an open dialogue, enforce laws fairly, and make compliance easier for taxpayers.
The ECCP Tax Forum included sessions on regulatory updates, digital transformation, dispute resolution, and the Qualified Domestic Minimum Top-Up Tax.
Other key BIR officials in attendance included Deputy Commissioners Larry M. Barcelo and Marissa O. Cabreros, Assistant Commissioners Raquel Cristina V. Baltazar and Mariza R. Uy, and Collection Programs Division Chief Glenn Alde.
