MARIKINA City 1st District Representative Marcelino “Marcy” Teodoro has refiled a measure in Congress seeking to provide comprehensive educational scholarship grants for qualified public school teachers and their children.

House Bill No. 10954, also known as the “Public School Teachers Scholarship Grant Act,” aims to strengthen the teaching profession, recognize educators for shaping the youth, and secure a brighter future for their families.

The measure was initially introduced during the 19th Congress and has once again drawn strong public approval.

Under the proposed legislation, qualified public school teachers across all levels will be granted scholarships to pursue master’s and doctorate degrees in state universities and colleges (SUCs) accredited by the Commission on Higher Education (CHEd).

The measure also extends educational benefits directly to the teachers’ children:

  • Basic Education: The Department of Education (DepEd) will provide grants covering preschool, elementary, and secondary education in public schools within the educator’s municipality or city.
  • Tertiary Education: CHEd will fund college education at any accredited state university or college nationwide.
  • Retirees: Retired public school teachers are likewise eligible to apply for scholarship grants for their children spanning from preschool through college.

To qualify, beneficiaries must be legitimate, legitimated, or legally adopted children of educators, who will receive 50 percent of the scholarship grant.

Netizens and online communities have lauded the measure, urging Congress to prioritize the bill over other political debates, such as discussions surrounding the postponement of the Barangay and Sangguniang Kabataan Elections (BSKE).

Supporters argued that people-centered legislation directly supporting educators should take precedence in the legislative agenda.

Emphasizing the vital role of educators, Teodoro maintained that the nation’s teachers deserve continuous, unwavering support for their immense contributions to nation-building.
