Valenzuela puts no contact apprehension policy on hold as five other Metro cities resume implementation

VALENZUELA City has temporarily deferred the implementation of the No Contact Apprehension Policy (NCAP), opting out of a synchronized rollout across Metro Manila.

While cities like Manila, Quezon City, San Juan, Parañaque, and Muntinlupa resumed the camera-based traffic scheme, Valenzuela Mayor Wes Gatchalian announced that the city would prioritize stabilizing local traffic conditions first.

The Supreme Court cleared the way for the policy in July by dismissing petitions challenging the system and lifting a previous temporary restraining order.

Designed to curb corruption, bribery, and intimidation by recording violations through digital cameras rather than physical traffic stops, the policy’s return has drawn mixed public reactions regarding fines and infrastructure readiness.

Mayor Gatchalian explained that ongoing major road repairs and construction projects across Valenzuela have caused daily disruptions and shifting traffic patterns.

Implementing the automated system under these conditions, he noted, would be unfair to motorists.

“Given the situation in Valenzuela, this is not yet the right time to implement it. We do not want to add to the burden of our motorists while road conditions have not yet returned to normal,” Gatchalian said.

The suspension will remain in effect until further notice while the local government focuses on establishing a safe and functional traffic scheme, particularly along secondary roads not monitored by the Metropolitan Manila Development Authority (MMDA).

Valenzuela’s local government assured residents that any future updates regarding its own rollout will be announced once road infrastructure improvements are completed.

As NCAP resumes in neighboring cities, authorities urge motorists to remain vigilant, adhere to local traffic ordinances, and utilize official LGU channels to verify or contest any notices they receive.

Meanwhile, the Philippine National Police (PNP) expressed its backing for the policy’s resumption in participating cities.

PNP Chief PGen. Jose Melencio Nartatez Jr. stated that the police organization supports lawful measures aimed at enhancing road discipline and traffic safety, confirming that police units are ready to assist local governments when necessary.
