THE Land Transportation Franchising and Regulatory Board (LTFRB) has issued a Show Cause Order (SCO) against bus company Victory Liner following a viral video showing one of its passenger buses counterflowing dangerously along a national highway.
Under the guidance of Department of Transportation (DOTr) Secretary Giovanni “Banoy” Z. Lopez, the agency ordered the bus operator to submit a written explanation detailing why its Certificate of Public Convenience (CPC) should not be suspended or revoked due to the incident.
In the viral footage monitored by the agency on social media, the passenger bus is seen forcing its way into oncoming traffic on a curved section of the road—a blind spot—forcing an oncoming motorcycle rider to pull over to avoid a collision.
Acting LTFRB Chairman Atty. Greg G. Pua, Jr. condemned the dangerous maneuver, warning drivers against aggressive tactics on public roads.
“Roads are not the place for big motor vehicles to bully smaller ones. We will not allow that, and those in the public transportation sector who attempt to do so will suffer the consequences,” Pua said.
According to the LTFRB, the driver’s actions constituted a failure to provide safe and convenient public transport services, directly endangering other road users.
As a result, the bus operator is also facing an administrative charge for employing a reckless driver.
A formal hearing on the case has been scheduled for September 10.
Pua emphasized that road crashes are preventable through discipline and mutual respect among motorists, reiterating that the agency will strictly enforce accountability against violators.
