Hope for 33 La Union scholars as PNP, local business renew education pact

SAN FERNANDO CITY, La Union—Thirty-three elementary and high school students across La Union received a crucial boost to their education as the La Union Police Provincial Office (LUPPO) and AQN Marketing, Inc. renewed their partnership under the “Batang Mahirap: Edukasyon Mo, Sagot Ko” scholarship program on Tuesday, August 19, 2026.

During a ceremonial distribution at Camp Diego Silang in Barangay Carlatan, scholars from the province’s 19 municipalities and lone city received brand-new shoes, school bags, and essential learning materials. Their parents were also gifted umbrellas during the turnover event.

The long-running initiative relies on a joint model: AQN Marketing, Inc. provides annual funding, while LUPPO’s 20 police stations and two provincial mobile force companies deliver monthly stipends to cover the students’ day-to-day educational costs.

To formalize the ongoing collaboration, LUPPO and AQN Marketing signed a Memorandum of Understanding (MOU) during the event.

Former La Union Vice Governor Aureo Q. Nisce, CEO of AQN Marketing, Inc., highlighted the program’s steady growth since its inception in 2007.

Initially supporting just 20 students, the project has expanded to assist 33 youth beneficiaries this year.

Nisce also announced that AQN Marketing is increasing its annual assistance from ₱60,000 to ₱70,000. Over its 19-year history, the program has supported 256 students, with 22 graduates now gainfully employed.

LUPPO Provincial Director PCol. Redentor C. Ulsano urged the scholars to stay focused on their goals, sharing his “3 C Principles” as guideposts: choose role models, cultivate gratitude, and commit to personal growth.

Guest speaker and La Union 1st District Board Member Maria Rosario Eufrosina P. Nisce encouraged the children to persevere despite financial hardships, noting that supporting indigent youth remains a core commitment of their family and partners.

By combining institutional police support with private sector philanthropy, the initiative reinforces a clear message to the province’s youth: poverty should never force a child to give up on their dreams.
