Metro Manila Council to adopt single ticketing system for improper waste disposal, unified flood mitigation strategy

THE Metro Manila Council (MMC) is set to adopt a unified garbage single ticketing system to enforce stricter solid waste management rules across the region, alongside launching an integrated master plan to tackle urban flooding.

Proposed by Las Piñas City Representative Mark Anthony Santos during an MMC meeting at the MMDA headquarters in Pasig City, the single ticketing system aims to harmonize penalties for improper waste disposal across all local government units (LGUs).

Under the proposal, LGUs will pass ordinances standardizing anti-littering fines at ₱5,000, with Pateros setting its penalty at ₱2,500.

Non-compliant violators face mandatory community service.

Metropolitan Manila Development Authority (MMDA) Chairman Atty. Don Artes supported the proposal, emphasizing that strict, unified waste enforcement directly reduces garbage blockages in waterways, which exacerbate severe flooding.

Expanding on flood mitigation efforts, MMC President and San Juan City Mayor Francis Zamora highlighted the need for an Integrated Drainage Master Plan among Metro Manila LGUs.

Noting that flooding does not stop at municipal borders, Zamora stressed the necessity of regional cooperation for maintaining drainage infrastructure, pumping stations, and waterways.

Zamora specifically requested MMDA assistance for regular dredging operations along the San Juan River.

Artes confirmed that the MMDA and the Department of Public Works and Highways (DPWH) are already collaborating to review and upgrade flood control systems across the metropolis.

Additionally, DPWH Undersecretary Emil Sadain presented the proposed Parañaque Spillway Project to divert excess floodwaters, while the council discussed ongoing waste-to-energy initiatives to reduce landfill volume.

In an immediate relief measure, the MMDA announced free towing services for flood-stranded or submerged vehicles, including trucks.
