Mga Doktor, kakasuhan ng Tax evasion?

NAIS makalusot sa pagbabayad ng buwis.
Ganito inilarawan ng ilang mambabatas ang lumalaking bilang ng mga doktor na ayaw
tumanggap ng guarantee letter (GL) mula sa gobyerno bilang katibayan na babayaran ng
gobyerno ang kanilang serbisyo.


Sinabi ni Camarines Sur Rep. LRay Villafuerte, dapat na kaagad solusyonan ng
Department of Health (DoH) ang problemang ito, dahil malaking bilang sa ating mga
mahihirap na kababayan ang umaasa sa pinansiyal na tulong mula sa iba’t-ibang ahensya
ng gobyerno, pati na rin sa mga pulitiko.


Ipinarating ni Villafuerte kay Health Secretary Teodoro Herbosa ang maraming reklamo
mula sa mga pasyente kaugnay sa mga manggagamot na naniningil ng mahigit P100,000
professional fee pero ayaw tumanggap ng GL.


“[Ka]pag pumasok sila (mahihirap na pasyente) sa regional hospital, covered ng
PhilHealth (Philippine Health Insurance Program), pupuntang Malasakit [Center], then
merong MAIP(Medical Assistance for Indigent Patients (MAIP) program),” saad ni
Villafuerte.


“However, minsan may billing po, P100,000 – P200,000 ang professional fee, hindi po ina-
accept ng mga doktor ang MAIP. Malaki pong problema `yan. While there are funds
available, while MAIP funds are available … hindi po ina-accept ng mga doktor,” aniya pa.

Ayon pa kay Villafuerte, umaabot ng dalawang buwan o higit pa bago makuha ng doktor
ang kanyang professional fee sa ilalim ng MAIP, at hanggang 50 percent lamang ang
nakuhang bayad. Dahil dokumentado ang bayad, kailangang nilang ideklara ito sa BIR
bilang income at kinakailangang magbayad ng karampatang buwis.

Ayon kay Herbosa, maglalabas sila ng utos na magbabawal sa pribadong doktor na
accredited ng DoH na tumanggi sa pagtanggap ng MAIP. Idinagdag pa niya na pwedeng
alisan ng accreditation ang mga doktor na patuloy na tatanggi.


Sa ilalim ng panukalang budget para sa susunod na taon, may nakalaang P22 bilyon para
sa MAIP.


Samantala, sinabi ng ilang observers na diumano, matagal nang umiiwas ang mga
pribadong doktor sa pagbabayad ng buwis sa pamahalaan. Halos walang nag-iisyu ng
resibo kapag nagpa-check-up sa isang doktor o may pasyente siyang ginamot o
inoperahan sa ospital. Nakalulungkot daw na patuloy na nagbubulag-bulagan ang Bureau
of Internal Revenue sa matagal nang isyung ito.
