P255-B sa flood control: Too big for tubig –Escudero

“It is too big for tubig.“
Ito ang pahayag ni Senador Francis ‘Chiz’ Escudero sa P255 bilyong pondo na nakalaan
para sa flood control projects (FCP) sa 2024.


Sinabi ng senador na ang FCP ay di hamak na mas malaki pa sa gagastusin sa mga
silid-aralan, ospital, at patubig sa susunod na taon.


Aniya, ang “capital outlays” o badyet para sa Department of Health (DoH) ay P24.57
bilyon samantalang sa Department of Agriculture (DA) ay P40.13 bilyon lamang.


“Tinalo pa ng flood control ang railway budget ng mahigit sa P100 bilyon. Ang badyet ng
railway ay P153 bilyon lang, samantalang ang irrigation ay P31 bilyon lamang.


(Lumalabas na) parang creek lang ang irrigation samantalang ang flood control is a
mighty river,” saad ni Escudero sa English.

Idinagdag pa niya na mas malaki pa ang FCP kaysa buong badyet ng DA, na umabot sa
P181 bilyon sa 2024. Mas Malaki rin daw ito kaysa sa badyet ng Department of Social
Welfare and Development (DSWD) at Department of National Defense (DND).


“Kung mas mahalaga ang agrikultura o ang buong sektor nito, bakit mas maliit ang
badyet nito kaysa sa flood control?” pagtatanong ng senador.


Dapat daw i-prioritize ang pagdaragdag ng pondo (ng militar) para mapalakas ang
depensa ng bansa, sa halip na gamitin ang mas malaking badyet sa flood control.


“Hindi naman masama ang flood control, pero dapat nasa tamang halaga,” pagtatapos
ng senador.
