Mendoza: Walang basehan ang TRO

MAARING manatili pa ring papel sa halip na plastic-card driver’s license, ang ma-i-issue sa mahigit 1.7 milyong drivers dahil sa TRO o temporary restraining order na ipinalabas ng isang korte.

Ang utos ay inilabas ng Quezon City Regional Trial Court branch 215 noong Agosto 15, na sumusupindi sa delivery ng license cards sa loob ng 20 araw.

Sa isang press conference noong Huwebes, umalma si LTO chief Vigor Mendoza II sa TRO dahil naniniwala raw siya na walang anumang basehan ang utos ng korte.

Ang TRO ay nag-ugat sa petisyon ng AllCard Inc., ang natalong bidder, sa pagsu-supply ng plastic cards, matapos nitong akusahan ang Centralized Bids and Awards Committee, Department of Transportation (DOTr) ng “grave abuse of discretion”.

Sinabi ng AllCard kahit na ang kanyang bid na P176,853,600, ay higit na mas mababa kaysa P240.12 milyon ng nanalong bidder, natalo pa rin sila.

Idinugtong pa nito na ginawang isyu raw ng LTO ang maling akusasyon na naantala ang mga proyekto ng AllCard sa Bangko Sentral ng Pilipinas, Social Security System at Land Bank of the Philippines.

Hindi raw sila binigyan ng pagkakataon na linawin ito kahit na wala pa sa itinakdang deadline.

Ayon pa sa AllCard, ang pagkatalo nila sa bidding ay nagresulta sa “irreparable injury in   terms of massive financial injury due to opportunity loss and injury to [its] reputation.”
