Ito ang ilan sa mga dahilan para ang isang mamamayan ay tumakas mula sa kanyang bansa, maging stateless, at humingi ng refugee status sa bansang kumupkop sa kanya.


Dahil dito, inihain ni Sen. Robinhood “Robin” Padilla ang Senate Bill (SB) No. 2548, na naglalayong pahalagahan ng Estado ang dignidad ng bawa’t tao, pagtiyak na igagalang ang kanilang karapatan, at pagbibigay proteksyon.


“This proposal is also part of our commitment to international treaties such as the 1951 UN Convention related to the Status of Refugees and the 1954 UN Convention related to the Status of Stateless Persons, among others,” dagdag ni Padilla.


Ayon pa kay Padilla, naging tahanan ang Pilipinas sa mga migrant at refugee simula pa noong 1980s.

Taliwas dito, ayon sa BraboNews research, noong 1937-1941 nang tinanggap at prinotektahan ng noo’y Pangulong Manuel L. Quezon, ang halos 1,300 na Hudyo mula sa Europe, bago pa man nagsimula ang World War II. Mas nauna pa silang naging refugees kaysa binanggit ni Padilla.


Samantala, ipinagbabawal ng SB No. 2548 na paalisin ng estado ang refugee maliban kung ito ay may kinalaman sa national security o public order.


Isinusulong din nito ang palikha ng Refugees and Stateless Persons Protection Board bilang (RSPPB) “central authority”.


Kasama sa mga kapangyarihan ng RSPPB ang pagtanggap at pagdesisyon sa mga application for status as refugee or stateless persons, at pagresolba sa kahilingan para sa provisional protective measures na may kinalaman sa applications.
