CEBB: Kakaibang kolehiyo sa likod ng rehas

MAGAGAMIT na simula sa susunod na buwan ang kaunaunahang gusali ng kolehiyo sa
bansa na nasa loob ng kulungan.


Ito ang pahayag kahapon ni Bureau of Corrections (BuCor) Director General Gregorio
Pio Catapang Jr.


Ang proyekto — na ginastusan ng mahigit P30 milyon — ay tinawag na College
Education Behind Bars (CEBB) na matatapuan sa loob ng Davao Prison and Penal Farm
sa Panabo City, Davao del Norte.


Ang mga bilanggo o persons deprived of liberty (PDL) ay pwedeng mag-aral ng kursong
pang-entreprenyur kahit na nasa loob sila ng kulungan.


Nagsimula ang konstruksyon ng gusali ng kolehiyo noong 2019. Ito ay pinondohan ng
Dangerous Drugs Board (DDB), Commission on Higher Education (CHEd), at mga
donasyon na pinadaan sa Social Entrepreneurship Technology and Business Institute
(SETBI).


Sinabi ni Catapang na sa ngayon, mayroong dalawang silid-aralan para sa estudyante
ng SETBI, na kasya ang 40 estudyante bawat kwarto.


Para sa Academic Year 2023-2024, nakatanggap ang institusyon ng unang batch ng 20
estudyante para sa first year college at 18 sa fourth year college. Mayroon ding isang
estudyante na nag-enrol sa B.S. Agriculture Technology Program.

Mayroon namang 40 na nag-enrol sa Grade 11, at 10 sa Grade 12 sa senior high
school.


Bago nagsimula ang konstruksyon ng gusali ng SETBI, ang mga klase ay ginaganap sa
visiting hall ng Medium Security Compound magmula pa noong 2020.

Sinabi pa ni Catapang na ang pag-uuwi ng diploma para sa isang PDL ay magbubukas
ng oportunidad para magkaroon siya ng trabaho o makapagtayo nang maliit na
negosyo kapag nakalaya na siya.


“Our PDLs are the most stigmatized members of the community and earning a degree
will break that barrier,” pagtatapos ni Catapang.


Samantala, sinabi ng isang netizen na sobrang mahal ang P30 milyon para sa isang
maliit na gusali na dadalawa lamang ang kwarto. Dapat daw imbestigahan ito ng
Kongreso.
