Cha-Cha: Sino ang mastermind sa bilihan ng pirma sa Bicol?

IBINULGAR kahapon ni Albay Rep. Edcel Lagman na ilang mambabatas sa
supermajority coalition ang naglunsad ng kampanya para sa charter change o cha-cha
sa pamamagitan ng people’s initiative.


Ayon daw sa municipal mayors ng Albay, inabisuhan sila na magkakaroon ng general
meeting sa Enero 5, 2024 sa pangunguna ng Albay Mayors’ League at ito ay may
sekreto o “undisclosed agenda.”


Sa meeting, sinabihan ang mga lokal na opisyal na gagamitin ang people’s initiative
para ma-amyendahan ang Konstitusyon at sila ay binigyan ng “mobilization funds” at
mga papeles na papipirmahan sa tatlong porsyento sa mga rehistradong botante sa
kani-kanilang munisipyo, paliwanag ni Lagman.


Bawat rehistradong botante na pipirma sa petisyon ay babayaran ng ₱100.


“Voters who would sign the petition for people’s initiative will be given ₱100 each,
50% of which has already been advanced to the municipal mayors and respective
coordinators,” sabi Lagman.


Tatlong mayor daw sa Albay ang diumano ay nagsauli ng pera dahil ayaw nilang
maging bahagi ng “bayarang people’s initiative”.

Ang pagkilos daw ng liga ay ginawa sa buong bansa dahil ang mga mambabatas sa
iba’t ibang partido ay nabigyan na ng signature documents.
Tanong ni Lagman: 1) Sino ang mastermind sa signature campaign?, 2) Ano ang mga
aamyendahan sa cha-cha? 3) Saan nagmumula ang [milyones na] pondo? at 4) Bakit
kailangang bayaran ang botante matapos na lumagda ito?


Itinatwa ni Albay Chapter President Raymond Adrian Salceda ng League of
Municipalities of the Philippines ang alegasyon ni Lagman.


Ayon sa iang observer, dapat mag-resign ang isang taga-Comelec dahil sa sinabi nito sa
isang TV interview na wala naman daw vote-buying dito, dahil hindi pa eleksyon, kaya
hindi pa dapat imbestigahan. Sinabi pa ng observer na lahat ng bagay na may
kaugnayan sa eleksyon — pati na rin ang kwestionableng people’s initiative — ay
dapat imbestigahan ng Comelec.
