HINIMOK ng isang mambabatas noong Linggo ang Kongreso at Palasyo na pag-aralan ang
posibleng paglikha ng isang ahensya ng gobyerno na mamamahala sa paggamit ng artificial
intelligence o AI.


Ayon kay Surigao del Norte Rep. Robert Ace Barbers, mahigit 520,000 empleyado ng call centers,
online marketing and search engine development, finance, health care organizations,
transportation at retail ang maaaring mawalan ng trabaho sa paggamit ng AI sa bansa.


“Dapat din natin paghandaan ang daluyong na puwedeng dalhin sa ating bansa ng AI technology.
Kasama na rin dito ang paggamit ng kabutihang maidudulot nito sa ating lipunan, bansa, at
ekonomiya,” ayon pa kay Barbers.


Idinugtong pa ng senador na dapat ay magkaroon daw tayo ng isang “watchdog” na magbabantay
laban sa masasamang indibidwal, gaya ng bandido o terorista, na gagamit ng AI para sa kanilang
masasamang layunin, pati na krimen.

Noong Marso, nag-file si Barbers ang House Bill (HB) 7396 na naglalayung lumikha ng Artificial
Intelligence Development Authority (AIDA).


Samantala, ang paglikha ng AIDA ay taliwas sa sinabi ng isang grupo ng tutol sa paglikha ng
Department of Artificial Intelligence.


Kapag naisa-batas na ang bill, ang panukalang AI monitoring body ang siyang mangangasiwa sa
“development and deployment of AI technologies,” tiyakin ang “compliance with AI ethics
principles and guidelines” at protektahan ang “karapatan ng mga indibiduwal at komunidad” na
maaapektuhan ng AI technology.


Samantala, ayon kay Department of Information and Communications Technology (DICT)
Secretary Ivan John Uy, pinag-aaralan ng kanilang ahensya ang maraming kahilingan na i-regulate ng DICT ang paggamit ng AI sa lugar ng trabaho.
