NAPOLCOM ikinasa ang reporma sa PNPA, pagbabawal ng hazing

Mahigpit na kinondena ng National Police Commission (NAPOLCOM) ang insidente ng hazing sa Philippine National Police Academy (PNPA), kaya magkakaroon ng malawakang reporma para alisin ito sa institusyon sa lalong madaling panahon.

Binigyan ng direktiba ni Commissioner Rafael Vicente R. Calinisan sina Commissioners Josephus G. Angan at Beatrice Aurora Vega-Cancio para ipatupad ang tinawag na “sweeping and institutional changes” sa PNPA.

“Binigyan ko ng direktiba sina NAPOLCOM Commissioners Josephus G. Angan at Beatrice Aurora Vega-Cancio na ipatupad ang malawakan, bold at decisive na pagbabago sa PNPA para maalis ang kultura ng pagpapahirap sa mga kadete.

“Ito ay bahagi rin ng iba pang reporma sa recruitment ng officers at non commissioned officers (NCO,s) na ipapatupad ng NAPOLCOM. Ipapatigil ang hazing sa ilalim ng aking pamumuno,” ayon kay Calinisan.

Binigyan diin ng NAPOLCOM ang hazing ay isang malaking paglabag sa batas at pagsasamantala sa dignidad at niliwanag ng komisyon na dapat ipatupad ng NAPOLCOM ang respeto sa karapatang pantao at accountability.

Kamakailan ay binuo ngh NAPOLCOM ang isang Task Force para magsagawa ng masusi at patas na imbestigasyon. Lahat ng sangkot ng direkta sa hazing o hindi inawat ito ay mahaharap sa kasong administratibo at criminal sa ilalim ng Republic Act No. 8049, as amended ng Republic Act No. 11053.

Muling pagtitibayin ng NAPOLCOM ang tungkulin nito na ipatupad ang accountability at sistematikong reporma para masiguro na ang hazing ay walang puwang sa organisasyon ng pulisya. (KARLO GARCIA)
