GLOBAL fintech leader Revolut is expanding its footprint in the Philippines with plans to establish a wholly owned local entity providing digital banking and electronic money issuer (EMI) services, signaling a major boost for the country’s growing digital finance sector.
Department of Trade and Industry (DTI) Secretary Cristina A. Roque met with Revolut Global Head of Government Affairs Adam Gagen at the company’s headquarters in Canary Wharf, London, on October 2.
Their discussions centered on Revolut’s market-entry strategy and the continuous scaling of its recently established Global Technology Hub in Manila.
As the United Kingdom’s largest fintech firm—valued at $115 billion and serving over 68 million retail customers across 40 markets—Revolut views the Philippines as a strategic anchor for its operations in the region.
“The Philippines welcomes Revolut’s continued interest in our market,” Secretary Roque stated.
“Your Global Technology Hub in Manila is a strong vote of confidence in Filipino talent, and we see even greater opportunities for collaboration in digital banking, cross-border payments, and financial inclusion,” Roque emphasized.
Revolut launched its Manila tech facility in July 2025 to bolster global operations, creating hundreds of high-skilled jobs in software engineering, data analytics, customer support, and financial crime compliance.
To roll out its full suite of financial products, the company is actively reviewing regulatory frameworks to secure digital banking and EMI licenses from the Bangko Sentral ng Pilipinas (BSP).
The DTI has pledged its support to streamline regulatory procedures and coordinate with key government agencies.
Secretary Roque emphasized that Revolut’s expansion directly aligns with national goals to foster micro, small, and medium enterprise (MSME) development, enhance cross-border trade, and expand financial inclusion.
“We want the Philippines to be a place where innovative companies can scale, create jobs, and help solve real problems for our people,” Roque added.
