MMDA to use smartphone application as intelligent transport solution in addressing traffic

THE Metropolitan Manila Development Authority (MMDA) is turning to digital innovation to tackle Metro Manila’s persistent gridlock, leveraging mobile applications to drive positive behavioral changes among commuters and motorists.

In partnership with the Japan International Cooperation Agency (JICA), the MMDA recently concluded the “MMITS Bagong Gawi, Bagong Galaw Challenge,” a competition designed to harness technology-driven solutions for traffic management.

The initiative falls under Output 2 of the Project for Capacity Enhancement on Traffic Management with Improvement of Intelligent Transport Systems in Metro Manila (MMITS).

Aligned with the Marcos administration’s goal of creating a more convenient, accessible, and safe transit system, the challenge aims to foster smart mobility choices that encourage sustainable travel throughout the National Capital Region.

Acknowledging the heavy economic and personal costs of traffic congestion, MMDA Chairman Atty. Don Artes emphasized that physical infrastructure alone is no longer enough.

“We all know the reality: traffic congestion costs us time, productivity, and quality of life,” Artes said in a message delivered by MMDA Deputy Chairman and MMITS Project Director Usec. Frisco San Juan, Jr.

“For us in MMDA, solving this requires looking beyond traditional infrastructure. We must maximize data, technology, and intelligent transport systems to build a transport network that is safe, efficient, and genuinely responsive to the public,” added Artes.

Out of hundreds of applicants, eight finalist teams pitched user-centered mobile applications tailored to promote Travel Demand Management (TDM) and Traffic Management (TM) strategies, helping road users make informed travel decisions.

“LakbayPoints” from Cagayan State University bagged the top prize. Their application integrates transportation data, artificial intelligence, and social media to optimize route planning.

The team took home ₱100,000 from the MMDA and secured an exclusive 5-million-yen development contract with JICA to scale their solution. Each member also received a 5G Loop portable broadband hub from Globe Telecom.

Team Apaka’s “Komyunek” secured second place, receiving ₱75,000, while “Abotdun” claimed third place with a ₱50,000 prize.

Five other finalist teams—Gulaneskorps, Smooth Operators, Vulppy, Inovva, and Ethian Triple T Juan Combo—were awarded ₱20,000 each for their contributions.

The entries were evaluated by a panel of public and private sector experts, including representatives from the MMDA, JICA, the Department of Science and Technology (DOST-ASTI), Grab Philippines, Globe Telecom, SCALE NCR, and the University of Asia and the Pacific.

JICA Philippines Sector Chief Leah Peñarroyo commended the MMDA for leading the push toward intelligent transport systems (ITS).

She highlighted that the app development challenge, alongside the deployment of Smart Poles for Traffic Management Innovation, forms part of the twin pilot projects under MMITS designed to modernize the capital’s traffic governance.

San Juan expressed appreciation for partners including JICA, DOST, and Globe, reiterating the agency’s commitment to further multi-sectoral collaborations.

“We will continue to create platforms where all sectors can work together to turn promising ideas into practical and scalable solutions,” stated San Juan.
