Ito ang magiging parusa sa mga gumagawa ng “Tagalog dub” sa pelikula at TV shows sa English.

Ito ang buod ng House Bill (HB) No. 9939 na inihain nitong Lunes ni Negros Occidental Rep. Francisco Benitez, na may titulong “Prohibiting Filipino Dubbing of English-Language Motion Pictures and Television Programs, Requiring Audiovisual Production, Broadcasting, Film Distribution or Streaming Services to Provide Filipino Subtitles therein, and for Other Purposes.”

Sinabi ni Benitez na English ang official language ng bansa magmula pa noong 1901.

Sa Social Weather Stations survey nitong 2023, lumalabas na 80 percent ng mga Pilipino ang nakakaintindi ng English. Nasa pang-20 ang Pilipinas sa English proficiency index sa 112 na bansa.

“The study [in Cagayan province] noted that the respondents ‘could hardly answer questions elicited by why and how. They lack skills in giving judgment and generating ideas that are implicitly stated in the selections,” dagdag ni Benitez.

Sa isang proficiency assessment sa gradweyt ng K-12 sa Batangas, lumalabas na hindi maintindihan ng mga mag-aaral ang [English na] mga tanong ng interviewer at hirap na hirap sila na ipaliwanag ang sagot sa English.

Kapag naging isang ganap na batas, tuluyan nang ipagbabawal ng Section 3 ng HB No. 9939 ang pagda-dub salitang Tagalog o Filipino sa sa mga palabas na English. Sa halip, kailangang maglagay ng lang ng Filipino subtitles.

May multang hindi bababa sa ₱50,000 hanggang ₱100,00 o pagkakakulong mula anim na buwan hanggang isang taon, ang kumpanya o indibiduwal na lalabag sa mga probisyon ng HB No. 9939, kapag tuluyang nang naisabatas ito.
