43% ng public schools, walang guro; Dapat dekalidad na edukasyon, training sa guro – Gatchalian

UMABOT sa 43 percent ng public schools sa buong bansa ang walang guro noong
2022; 19 percent sa mga nagtuturo ay hindi kwalipikado.


Labis na nababahala si Senador Win Gatchalian sa mababang performance ng ating
mga estudyante kaya hinimok niya ang pamahalaan na tiyakin ang epektibong
pagpapatupad ng R.A. No.11713 o “Excellence in Teacher Education Act”.


Sa ilalim ng naturang batas na iniakda ni Gatchalian, patatatagin ang Teacher Education Council (TEC) dahil sa mas maigting na ugnayan ng DepEd, Commission on Higher Education (CHEd), at Professional Regulation Commission (PRC).


Ito ay para tiyakin ang kalidad nang pagsasanay sa mga guro, mula college pre-service
education hanggang sa in-service education sa ng kanilang pagtuturo. Mandato rin ng
TEC ang pagtatakda ng minimum requirements sa teacher education programs.

Ayo pa sa senador, mula 2018 hanggang 2022, lumabas sa datos ng PISA na tumaas
ang porsyento ng mga paaralang kapos sa guro o may mga hindi kwalipikadong guro.


Noong 2022, 43 percent ng mga mag-aaral ang nasa paaralang walang guro, at 19
percent ang kulang sa guro o may hindi kwalipikadong guro. Noong 2018, ang mga
katumbas nito ay 19 percent at 8 percent.


Samantala, naglaan sa 2024 National Budget ng P777.5 milyon para sa in-service training ng mga guro, administrador, at education support personnel. Saklaw din ng naturang pondo ang training ng K-to-10 teachers para sa pagpapatupad ng MATATAG curriculum, na para kay Gatchalian, dapat iugnay sa teacher education programs.
