MAGSISIMULA na ngayong Biyernes ang pangmalawakang pagtatangka ng Department
of Education (DepEd) na paigtingin ang pagtuturo ng reading sa mga estudyante.


Gagamitin ng mga guro ang kalahating araw para sa pagtatatag at pagpapalakas ng
reading clubs at oral reading activities.


Pero tila sinopla ito ng isang University of the Philippines (UP) College of Education
professor na nagsabing pinaka-importante raw na dapat ang mga guro ay may mataas
na kalidad nang pagtuturo ng pagbabasa.


Ayon kay UP Professor Portia Padilla, tungkol daw sa edukasyon at pagbabasa ang
sangkot, hindi natin pwedeng ibigay ang wala tayo.


“May mga pag-aaral na nagpapatunay na kahit ang ating mga guro na nagtuturo ng
reading ay kulang sila kahit na sa basic competencies sa pagtuturo nito,” ayon kay
Padilla sa wikang English.


Ayon sa kanya, sa isang pag-aaral ng Cardno Emerging Markets at Australian
government noong 2017 sa ARMM (na ngayo’y Bangsamoro Region), napag-alaman na
sa 200 teachers na dumaan sa DepEd reading program, 50 percent sa kanila ang naka-
iskor nang mababang reading comprehension o kaunawaan sa pagbabasa, kahit
natapos na nila ang training.

Kung tungkol sa reading fluency — ang bilis at kasanayan sa pag-decode ng bawat
salita — halos 35 percent lamang ang may kasanayan dito, kahit natapos na silang
nag-training.


“If nine out of ten students cannot read, what will they do on Fridays? Are the
teachers equipped enough and ready to provide remedial learning instruction?”
tanong ni Padilla.


Matatandaang sa 2022 report World Bank tungkol sa “learning poverty”, 90 percent
ng mga kabataang Pilipino, edad 10 ay labis na nahihirapang bumasa o umintindi ng
simple teksto. Higit na mababa ang datos na ito na nasa 70 percent, noong hindi pa
nagkakaroon ng Covid-19 pandemic.
