BIR consults private sector on E-invoicing rules ahead of Dec. 31 deadline

THE Bureau of Internal Revenue (BIR) met with private-sector leaders on August 25 to refine proposed guidelines for its upcoming electronic invoicing system, targeting a full rollout for covered taxpayers by December 31, 2026.

Led by Commissioner Charlito Martin R. Mendoza, the consultation brought together members of the BIR Partnership with the Multisectoral Group (BIR-PMSG) and representatives from the business, accounting, finance, export, technology, petroleum, and foreign chamber sectors at the BIR National Office.

The discussion focused on aligning the draft policies with real-world business operations.

During the meeting, the BIR presented a draft Revenue Memorandum Circular (RMC) detailing implementation rules under Section 237 of the Tax Code and relevant Revenue Regulations (RR Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025).

Under the proposed framework, taxpayers covered by the year-end deadline must issue electronic invoices using in-house systems, commercial software, or certified Electronic Invoicing Solution Providers. Other business categories will follow under subsequent guidelines.

“Electronic invoicing is part of the legacy work we are building at the BIR. We have to get the EIS Project off the ground, learn from actual implementation, and improve as we go,” Mendoza said, emphasizing that stakeholder feedback is essential to modernizing tax administration while ensuring system reliability for taxpayers.

The BIR is currently processing feedback from the session to finalize the guidelines prior to official implementation.
