PRESIDENT Ferdinand R. Marcos Jr. has officially institutionalized the Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS) Portal to enhance transparency and accountability in the utilization of government funds.
Under Executive Order No. 126, the COMPASS Portal is established as the country’s unified, publicly accessible digital hub for tracking national budgets, expenditures, procurement activities, and project performance metrics across the entire budget cycle.
Originally launched by the Department of Budget and Management (DBM) on June 26, 2026, the searchable platform allows citizens to monitor public spending categorized by agency, funding source, purpose, and fiscal year.
To protect the integrity and security of government financial data, the executive order authorizes the platform to integrate blockchain and other emerging technologies.
COMPASS will also link with key state financial and digital infrastructure, including the Integrated Financial Management Information System (IFMIS), the Budget and Treasury Management System (BTMS), the Philippine Government Electronic Procurement System (PhilGEPS), Digital Information for Monitoring and Evaluation, and the E-Gov PH App.
EO 126 mandates all national government agencies, state-owned corporations, and government financial institutions to submit and regularly update their project and financial data on the portal.
Local government units are likewise encouraged to participate. The disclosed data will cover the implementation status of public programs, including public-private partnerships and foreign-assisted projects involving public funds.
Information protected by data privacy laws or restricted for national defense and security reasons remains exempt from public disclosure.
The DBM will head the management and implementation of COMPASS, supported by the Department of Information and Communications Technology, the Department of the Interior and Local Government, and the Department of Finance.
Additionally, the EO forms the COMPASS Council to formulate data standards, monitor compliance, and oversee platform upgrades.
Public officers who fail to comply with the reporting mandates face administrative and disciplinary sanctions under existing civil service laws.
Implementing guidelines for the portal will be issued within 60 days in consultation with civil society, academe, media, and industry representatives. The order takes effect 15 days following its official publication.
